Notice on the Provision of Main Duties of Internal Structure and Staffing Requirements of Bureau of Work Safety of Guangdong Province.

The provision of main duties of internal structure and staffing requirements of Bureau of Work Safety of Guangdong Province has been approved by Provincial People's Government, is hereby issued.

The provision of main duties of internal structure and staffing requirements of Bureau of Work Safety of Guangdong Province
According to "the CPC Guangdong Provincial Committee, Guangdong Provincial People's Government on the issuance of <Guangdong Provincial People's Government structural reform program> notification" ( (2009) NO.8 ), the bureau of work safety of Guangdong Province is established, which is directly under the provincial people's government institutions .
1. Adjusting Responsibility
1) Cancel and adjust the Administrative approval which is cancelled and adjusted by the provincial government.
2) Supervising and inspecting major hazard control, emergency duty and the accident and information technology reports disposal will be responsible by the relevant institution.
3) The duties of supervision and inspection for workplace occupational health by Provincial Health Department are assigned to Provincial Administration of Work Safety.
4) Strengthening the responsibility of provincial work safety integrated supervision and coordination guidance.
5) Strengthening the responsibility of departments and local governments’ work safety supervision and inspection.
2. Major Responsibilities
1) Implementing the national and provincial work safety policies, laws and regulations, organizing the draft of relevant local laws and regulations，developing the safety policy and planning，guiding the coordination of provincial work safety，analyzing and forecasting the provincial work safety situation，publishing the provincial work safety information，coordinating the significant problems of work safety.
2) Undertaking the responsibility of provincial government work safety integrated supervision, exercising the integrated supervision, guiding the coordination, supervising and inspecting for the provincial government departments and prefecture-level and above city people's Government of safety work. Supervising, examinating and bulletining for safety control index execution. Organizing the provincial major safety examination and special inspection. In accordance with law to organize the major accident investigation process and case closing, monitor accident investigation and accountability for implementation.
3) for overseeing the safety work of mining and trading enterprises. In accordance with the classification and the territoriality principle，supervising and inspecting the implementation of legal situation of mining and trading enterprises and its safety conditions, related equipment（except for special equipment）and material safety management. Supervising and inspecting the labor protection and safety ID.
4) Be responsible for work safety access management of non-coal mining enterprises and hazardous chemical enterprises. In accordance with law, organizing and supervising the implementation of work safety access mechanism. Be responsible for integrated safety management of hazardous chemicals and work safety supervision of fireworks.
5) Supervising and inspecting the workplace occupational health of mining and trading business. Be responsible for occupational health and safety permit management. Organizing the investigation of occupational hazards and illegal activities.
6) Formulating and implementing the security standard and procedure of mining and trading industry. Supervising and inspecting the investigation and management of hidden danger of major incidents, in the scope of the law to investigate safety violations.
7) Be responsible for directing and coordinating work safety emergency rescue and integrated managing the statistics analysis of provincial work safety casualties and safety administrative law enforcement.
8) Be responsible for supervising and inspecting the safety facilities of new construction, renovation and expansion project and the situation of main project ongoing design, construction and put into use.
9) Guiding and supervising the assessment of special job-taker （except for special equipment operators）and the safety qualification assessment of person in charge or administrator of mining and trading enterprises. Supervising and inspecting safety training of mining and trading enterprises. Carrying out safety publicity and education.
10) Guiding and coordinating the test and inspection of provincial safety work. Supervising and managing the social intermediary organizations.
11) Coordinating and inspecting the administrative law enforcement of provincial safety work.
12) Formulating technology safety plans. Guiding and coordinating research and promotion of major scientific technology of safety work.
13) Organizing exchange and cooperation of work safety.
14) Undertaking the daily work of provincial safety committee.
15) Undertaking the work assigned by provincial people's Government and State administration of work safety.
3. Internal Structure
According to the above responsibilities，the bureau of work safety of Guangdong province sets 10 internal structures:
1) Office
Be responsible for daily work of telegrams, secrecy, files, letter and calls, drafting important presentation and organization of major research. Undertaking and guiding the financial sector, state-owned asset management and auditing of owned institutions. Organizing the exchange and cooperation in work safety.
2) Safety Coordination Division（The Census and Statistics Division）
Proposing the planning and advice of work safety development. Organizing and guiding the assessment of work safety responsibility. Formulating the assessment index and carrying out work safety assessment and reward activities. Supervising and announcing the implementation of control index of work safety. Organizing work safety inspection and special inspection. In accordance with law, organizing and coordinating the investigation of the provincial major work safety incident process and closing case. Participating in investigation of work safety catastrophic accident and undertaking statistics relevant work of the provincial work safety. Summarizing, comprehensive analyzing and reporting the work safety accident regularly and undertaking the daily work of the work safety Council.
3) Policies and regulations Division
To draft local laws and regulations, develop of safety policy, post safety information and undertake work safety supervision, administrative review, administrative litigation and non-litigation legal relevant affairs. Organizing and guiding the promotion and education of work safety and the propagandas of work safety.
4) Planning Technology Division
To Organize and formulate the work safety planning and technology planning, coordinate the significant scientific and technical research and promotion and the safety information construction work. Be responsible for the standardization of work safety, the supervision and management of work safety social agencies, the inspection of labor protection and safety ID and the work of provincial work safety expert.
5) Safety supervision and management division one
According to law, supervising and inspecting the law enforcement, safety conditions and facility security situation of non-coal mining enterprise. Organizing the design review and acceptance of safety facilities in related project, undertaking the access management of non-coal mining safety, guiding and supervising the safety standards and the closure of non-coal mining which has no safety condition and participating the investigation process and emergency rescue of non-coal mine accident.
6) Safety supervision and management division two
Guiding, coordinating and supervising the industries and areas that have a special department in charge of work safety. Guiding and coordinating the special supervision and special rectification of relevant departments. Supervising and inspecting the law enforcement, safety conditions and facility security situation in oil (refining, pipeline excluded), metallurgy, nonferrous metals, building materials, machinery, light industry, textile, tobacco, trading, etc. industries. Organizing the design review and acceptance of safety facilities in related project, participating the investigation process and emergency rescue of related industries and areas.
7) Safety supervision and management division two
Supervising the work safety of hazardous chemicals and fireworks according to law. Be responsible for work safety access management. Guiding the registration of dangerous chemicals and the supervision of non-pharmaceutical precursor chemicals production and management. Organizing the design review and acceptance of safety facilities in related project, Guiding and supervising the standardization of safety-related work, participating the investigation process and emergency rescue of related industries and areas.
8) The occupational safety and health supervision and management division
Supervising and inspecting the workplace occupational health of mining and trading business. Formulating the norms and standards of workplace occupational health in accordance with the division of responsibilities. Organizing the investigation of occupational hazards and illegal activities. Be responsible for issuing occupational health safety license. Organizing, guiding and supervising the occupational safety training and occupational hazard reporting and participating in emergency rescue of occupational hazards.
9) The personnel division
Be responsible for organ, subordinate and attached division unit personnel management, organizational establishment, labor wages and retired personnel services, etc. Organizing and guiding the provincial safety training and the qualification assessment of work safety. Supervising and inspecting the safety training of mining and trading enterprise. Undertaking the party-affiliated work of organ, subordinate and attached division unit.
10) Law enforcement supervision branch（Law enforcement supervision station）
Guiding and coordinating the law enforcement and supervision of provincial work safety. Accepting for work safety violation report. According to law, be responsible for investigation of the work safety violation cases which were reported or transferred form relevant departments or assigned by superiors. Participating in investigation of major accident and violations of work safety.
4. Staffing
There are 62 administrative staffs in Bureau of Work Safety of Guangdong Province including one director, three deputy director, one director in branch of law enforcement supervision (law enforcement supervision corps), ten leading roles of divisions or equivalents (including one deputy secretary of party committee), 15 assisting roles of divisions or equivalents.
It has twelve logistics services staffs.
5. Others
1) The office of Guangdong maritime search and rescue center is affiliated to the Bureau of Work Safety of Guangdong Province. The primary responsibility is: Implementing the policy and legislation of maritime work safety of State and province, be responsible for organizing and commanding the consolidated deployment and coordinating the provincial adjoining boat typhoon defending, undertaking marine pollution incident and maritime search and rescue and the internal and external business liaison and cooperation, coordinating the external rescue force that rescue in Guangdong. There are 15 administrative staffs, including one director, three deputy directors.
2) The division of fireworks safety management. The Bureau of Work Safety of Guangdong Province is responsible for work safety supervision of firework enterprise. Organizing and investigating the fireworks operating units which do not have safety conditions and the firework accident. The department of Public Security of Guangdong Province is responsible for issuing the fireworks transport permit and Fireworks transportation routes determine work. Coordinating with the department of Public Security of Guangdong Province, the Bureau of Work Safety of Guangdong Province leads to combat illegal production of fireworks to ensure the executive law enforcement of work safety going smoothly.
3) The division of occupational health supervision and management. The Bureau of Work Safety of Guangdong Province is responsible for workplace occupational health supervision and inspection, occupational health safety permit management and the hazards incidents and related violations investigation. The department of health of Guangdong province is responsible for drafting the occupational health relevant regulations, formulating the occupational health standards and specifications, standardizing the occupational disease prevention, health care, check and salvage, certificating the occupational health service qualification, evaluating the occupational health and appraising the toxic chemicals. In the division of responsibility, The Bureau of Work Safety of Guangdong Province and The department of health of Guangdong province establish the coordination mechanisms and enhance cooperation to do well in related work.
6. Supplementary Provisions
The final interpretation of these provisions belongs to Organization Committee of Guangdong province. The adjustment of these provisions is performed in procedure by the Organization Committee of Guangdong province.
